Katherine Escobar is the Deputy Division Chief for the Joint Staff’s J6 Data and Services Division. In this position, Katherine’s responsibilities include enterprise information technology, enterprise knowledge management, IT policy and standards, including information assurance, cyber security, and distributed networks that include Joint, interagency, and NATO organizations and capabilities. She serves as the US Chair for the NATO Data Management Capability Team (DM CaT) to develop a multi-national data interoperability solutions under the NATO Consulting, Command and Control Board (C3B). She is responsible for the oversight of the three branches of the NIEMOpen Management Office’s business, technical, and strategic communications, as well as the public-facing NIEM Business Architecture and Technical Architecture Committees, and serves as Chair of the Project governing board.
Katherine has 30+ year experience in large-scale Government information systems development and within both the private and public sector, as a program integration specialist for enterprise-wide interoperability for the Navy, Marine, and Joint Staff programs. She has represented the Joint Staff on numerous high-level working groups and steering committees. She served as the US Head of Delegation for the NATO Modeling and Simulation Working Group to develop a multi-national Modeling and Simulation as a Service solution under the NATO Science and Technology Office.
Ms. Escobar also served as an adjunct professor for Old Dominion University, ECPI and University of Phoenix. She developed, delivered, and implemented over 10 technical courses, including XML content courses, with multiple sites, including remote and classroom delivery requirements including a university accredited knowledge / project / process management course of instruction.
