NIEM Biometrics Domain Announces New Chair to Executive Committee

The NIEM Biometrics Domain (NBD) is proud to announce Kim Jackson, Chief Technology Officer (CTO) of the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) Office of Biometric Identity Management (OBIM), as the new Chair of the NIEM Biometrics Domain. Ms. Jackson replaces former NBD Chair Diane Stephens, who served in an exemplary manner during the 2013-2014 operating period. Ms. Jackson joins NBD Executive Management Committee members Justin Smith, Federal Bureau of Investigation (Co-Chair), Will Graves, Department of Defense (Co-Chair), and Brad Wing, National Institute of Standards and Technology (Ombudsman).

As CTO for OBIM, Ms. Jackson develops and implements strategic direction relating to technological innovation for OBIM. She brings a tremendous amount of program management expertise and strategic alignment experience from this and other positions within DHS, including roles at the NPPD Office of the Chief Information Officer and US-VISIT.

“I’m incredibly excited at the prospect of working with Kim as NBD Chair,” NBD Co-Chair Will Graves noted. “Kim has incredible strategic vision and a true understanding of interoperability. This is a terrific opportunity to really expand the reach of the Biometrics Domain.”

Ms. Jackson affirmed Mr. Graves’ statement by giving kudos to the overall NIEM community and laying out her vision for the Biometrics Domain in the coming year. “Through its exceptional focus on providing a core set of tools, rules, and resources, the NIEM program has provided an amazing utility to those focused on interoperability. Likewise, the early work by the NIEM Biometrics Domain team has truly provided a focal point for interoperability and information exchange within the biometrics community of interest. As Biometrics Domain Chair, I see it as my duty to build upon these foundations, get the word about NIEM success out to a broader audience, and continually focus on the technological assistance and alignment activities that will allow the introduction of new modalities to rapidly advancing systems. My goals for the NIEM Biometrics Domain are very similar to those I have as OBIM CTO—active engagement, promoting standards and interoperability, and enhancing technology."
