NIEM Biometric Domain Announces Diane Stephens As New Domain Chair

The NIEM Biometrics Domain (NBD) is proud to announce Diane Stephens of the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) Office of Biometric Identity Management (OBIM), as the new Chair of the NIEM Biometrics Domain. Ms. Stephens replaces former NBD Chair Kim Jackson, who now supports USDA. Ms. Stephens, who served as NBD Chair during the 2013-2014 timeframe, re-joins NBD Executive Management Committee members Justin Smith, Federal Bureau of Investigation (Co-Chair), Will Graves, Department of Defense (Co-Chair), and Brad Wing, National Institute of Standards and Technology (Ombudsman).

Ms. Stephens has served in many capacities within DHS OBIM, including government and industry standards coordination, collaboration with academia, and international engagement roles. She is a member of the International Association for Identification (IAI) and participates in multiple biometrics working groups and subcommittees. During her 2013-2014 NBD Chair service, Ms. Stephens drove new domain activities and increased community engagement, including the launch of the data quality tiger team and the NBD Town Hall briefings.

"I am excited to be asked to fulfill the duties of Biometric Domain Chair once again, and I look forward to continuing the momentum the domain has gained in recent years," noted Ms. Stephens. "We have a stellar management team in place and following the terrific discussions during the recent NIEM Committee Face-to-Face sessions, the biometrics domain is well placed to drive NIEM growth and alignment and continually assure stakeholder engagement and harmonization."

As Chair to the NBD, Ms. Stephens will represent the Domain in an executive management capacity with respect to domain administration, including matters of domain development, dispute resolution, schema development and biometric community outreach and engagement. She will be representing the biometrics domain during the 2015 Global Identity Summit this September in Tampa, along with other members of the domain management committee and facilitator team.
