NIEM Biometrics Domain Collaborates with National Counterterrorism Center

On Tuesday March 12, the National Information Exchange Model (NIEM) Biometrics domain (NBD) team briefed the National Counterterrorism Center’s Biometric Working Group (NCTC BWG) on the domain’s recent efforts. Representatives from the NCTC included the Department of Justice Federal Bureau of Investigations, Terrorist Screening Center, National Security Agency, Customs and Border Protection, and Department of State.

The NIEM Biometrics domain Lead Architect and Project Manager, Kamran Atri, provided a comprehensive overview of the domain, NIEM components, governance, community outreach efforts, and harmonization initiatives pertaining to biometrics at the national and international levels.

NCTC was established in 2004 as part of the Office of the Director of National Intelligence (ODNI) and is staffed by personnel from multiple departments and agencies across the intelligence community. NBD Chair Marianne Kilgannon-Martz, Deputy Assistant Director for Information Sharing and Technical Assistance of the US-VISIT Program, emphasized that “the NIEM Biometrics domain will continue to build on its relationship with NCTC and other working groups to operationalize biometric standards for information exchange purposes.” The NBD can provide training on NIEM and biometrics standards harmonization, as well as technical guidance and advisory services related to exchange development, systems development, and integration.

The NIEM Biometrics domain’s mission is to support biometric-related services and mission-based activities, such as homeland security, national defense, border management, immigration benefits, and global law enforcement through the joint development and alignment of XML Biometric Standards.
