NENA ECRF Gap Notification

The ECRF/LVF must report gaps and overlaps larger than the provisioned threshold.  To do so it makes uses of the GapOverlap event.All 9-1-1 Authorities who provide source GIS data to an ECRF/LVF must subscribe to its GapOverlap event.  The event notifies allimpacted agencies when it receives data that show a gap or overlap larger than the threshold.  The notification includes the layer(s)where the gap/overlap occurs whether it is a gap or an overlap and a polygon that represents the gap or overlap area.  The optionaleffective and expires times in the data may indicate a future gap/overlap as opposed to one that exists when the event is generated.The report includes a timestamp of when the gap/overlap will occur.
